第五期 Vol.5 後國安法的公民社會 Civil Society in Post-NSL Era

港共政權在過去一年無間斷地打壓公民社會，志在徹底將其清除。在數月間，超過50個公民團體在面對龐大壓力下宣告解散。公民社會作為個體在政府及市場之外的空間，一直是推動社會進步的一個關鍵元素。

《如水》第五期的封面人物是紀錄片〈時代革命〉導演周冠威，和為香港人權發聲的著名NBA球星Enes Kanter Freedom ! 本期內容圍繞著正被肢解的本地公民社會，並探討不同發展的可能性。第一部分，我們先從公民社會中的個體出發，從他們自身的經歷及思考去理解個體在公共空間中行動的目的及哲學。第二部分的文章會嘗試從不同層面及角度說明現況，同時亦會探討在極權統治下公民連結及行動的可能性。第三部分，我們會討論在海外港人在外地建構公民社會所面對的挑戰及如何克服。

Over the last year, we witnessed not just a devastating blow for the economy of Hong Kong led by the pandemic, but also severe repression from the HKSAR government on our civil society. Within months, more than 50 civil organizations were forced to cease operation facing the huge legal pressure imposed by the government. In this issue, we will discuss the way-outs for civilian connections given the recent cascade of civil organization disbandment in Hong Kong.
